"Foreign Policy in the Next Administration:Changes, Challenges and Continuity"
In November the nation faces the most divisive presidential election in decades between two candidates both polling low in confidence and trust.
Clinton and Trump emphasize dramatically different themes and styles in foreign policy. Trump boasts of his negotiating skills and unpredictability packaged in a vision of an omnipotent, unilateral presidency. He is more critical of allies than he is of Putin’s aggressive policies in Europe at a time of growing evidence of Russian cyber intrusion into the election—a virtual Putin PAC? Clinton leads narrowly in the polls despite the protracted email and Clinton Foundation controversies, and more recently, health issues. She is the foreign policy establishment’s favored candidate stressing the need for allies in a world of global threats with America being the “indispensible nation”. Based on her record as Secretary of State, she seems the more interventionist of the two candidates, and is favored by many in the Republican foreign policy establishment who have endorsed her candidacy. Trump is less clear vacillating from hawkishness to more libertarian positions. To comment on these and many other issues in the current, hard fought campaign we welcome Dr. Tyrus Cobb and Dr. Igor Zevelev. Dr. Cobb was a professor at West Point and a Colonel in the Army. He consulted with the National Security Council during the later half of the Carter administration and the early Reagan administration on international issues. At the beginning of the Reagan Administration, Dr. Cobb was on an academic exchange program in the Soviet Union. Following a “shake up” in the Reagan NSC Dr. Cobb was asked to submit strategy papers on long range Soviet-American relations. As a result of those studies he was asked to join the NSC staff where he became a trusted advisor to the president. After leaving the White House he became President and CEO of the Business Executives for National Security (BENS) in 1991. He currently lives in Reno, NV, where he leads the National Security Forum. Dr. Cobb received his Ph.D. from Georgetown University. Igor Zevelev was Director of the Russia Office at the MacArthur Foundation in 2008-2016. He served as Washington Bureau Chief for the RIA Novosti News and Information Agency in 2005-2008, and was Professor of Russian Studies at the George C. Marshall European Center for Security Studies in Germany in 2000-2005. He holds a Doctor of Sciences degree in political science from the Institute of International Relations and World Economy in Moscow, where he served as Head of Department. He has held visiting professorships at the University of Washington, the University of California at Berkeley, Macalester College, and has published five books and numerous articles. His current research interests are in the fields of national identity, foreign policy, and Russian-American relations. He is currently a Fellow at the Wilson Center in Washington, D.C. He will address the controversy over Putin’s apparent efforts to influence the election. |
