The threat of cyber warfare has replaced terrorism as the nation’s number one threat according to former Director of the CIA, John Brennan. We face a potential cyber “Pearl Harbor”, he warned.
The interlocking threats of cyber-crime, cyber-spying, and cyber-conflict have created new frontiers for national defense and deep challenges to existing domestic and international law as well as the full range of social, technical, and economic systems sustaining our society. To deal with national and non-state adversaries, the Pentagon has created a Cyber Command to enable US defense in what is emerging as an era of cybered conflict involving nearly every government agency and increasingly the private sector. Where is the line separating cyber attacks from a traditional act of war, and what is the commensurate ‘whole of the nation’ response? And who acts? A well designed attack on our power grids could cripple much of our infrastructure creating massive chaos across the country. Mobile devices, embedded software, and innocent laptop owners have become vehicles en masse waiting to be used as possible weapons for a wide range of bad actors. How do the U.S. and the western allies retain robust cyber capabilities against the rising overwhelming scale and number of authoritarian states, chief among them China? In such a world how do we think about defending the whole of our society and future wellbeing? Few are more qualified to deal with these emerging questions than Dr. Chris Demchak. With engineering, economics, and comparative complex organization theory/political science degrees, Dr. Chris C. Demchak is the RDML Grace M. Hopper Professor of Cyber Security and Director, Center for Cyber Conflict Studies, U.S. Naval War College. In her research and many publications on cyberspace as a globally shared, insecure domaine, Demchak takes a systemic approach to our adversaries’ use of cyber tools, and how we can design more resilient systems against surprise attacks. Recent works include Designing Resilience (2010, co-edited); Wars of Disruption and Resilience (2011); and a draft manuscript entitled Cyber Westphalia: Cyberspace’s Redefining of International Economics, Conflict, and Global Structures. |
